Cloud backup in Microsoft Authenticator helps transfer your account list to a new device, but it does not fully restore your multi-factor authentication (MFA) settings. For security reasons, you'll need to manually reconfigure MFA for each account. We understand this can be inconvenient, but it's a necessary step to keep your accounts secure.

You’re able to sign in to your primary work account because your new phone has already been registered in your security info. That’s why the Authenticator app works for your main organization.
For other organizations where you previously had guest access, the MFA registrations were tied to your old phone. These entries do not transfer automatically, which is why you’re not receiving codes or push notifications. To fix this:
-Sign in to the My Sign‑Ins portal for each account.
-Add your new phone as an authentication method.
-If notifications still don’t arrive even though your device appears in the list, remove and re‑add the device to refresh the registration.
-Once confirmed, you can safely remove the old phone from your security info.
If you cannot access guest accounts directly, you’ll need to contact the administrators of those organizations. They can reset your MFA settings for their tenant by following the steps in Manage authentication methods for Microsoft Entra multifactor authentication - Microsoft Entra ID |… Once they reset, you can re‑add those accounts to your Authenticator app on the new phone.
