To better understand your situation, may I kindly confirm whether the affected user’s account is listed and active (not shown in gray) in the Authenticator app?
If yes, please try swiping down on the app screen to refresh and check if the approval notification appears.
If you have already tried refreshing multiple times and the notification still does not show, you may select “I can’t use my Microsoft Authenticator app right now” during the sign-in process.
From there, you can choose an alternative verification method such as “Use a verification code,” which refers to the one-time passcode available in the Authenticator app.
In addition, please ensure that the Microsoft Authenticator app is updated to the latest version, as this can help address unexpected behavior.
