Thank you for sharing the screenshot. I understand that account creation is blocked for “suspicious activity” before phone verification, even after trying different devices and connections. This can be an automated security restriction linked to the browser, device, network, or repeated sign-up attempts, not the Microsoft 365 subscription.
Here are some suggestions you can try:
- Stop making further attempts for at least 24 hours, as repeated registrations may keep triggering the restriction.
- Disable any VPN, proxy, ad blocker, or privacy extension. Clear the browser cache, enable JavaScript, then use a normal browser window (not Incognito/InPrivate mode). If possible, try another browser. These are the recommended steps in the official guide: Account creation has been blocked
- As a workaround on Windows 11, it is suggested that you can try Settings > Accounts > Other users > Add account, then select "I don’t have this person’s sign-in information" and create the account from there.
If it remains blocked, please post back and let me know and I’ll guide you on contacting Microsoft Support so they can check whether a server-side restriction is affecting the account.
