A month of "Pending" isn't unusual for regulatory document reviews. The toll-free verification or 10DLC brand/campaign typically take 5–6 weeks and can stretch to about 8 weeks when the aggregator has a high volume of applications, so this may still be within the normal window.
To check the actual status and any reviewer notes, go to your Azure Communication Services resource in the Azure portal, then Telephony and SMS > Regulatory Documents. It'll show Pending, Approved, or Rejected and if it's Rejected or asks for more info, that needs fixing before it can move forward, since missing or incorrect details are a common cause of extended delays.
As fellow community members here on Microsoft Q&A, we don't have access to the backend systems or queue status for individual submissions, so we can't look up or confirm where your specific application stands. If it's still Pending once you're past 8 weeks with no status change, I'd suggest opening an Azure support request as only Microsoft can check the backend queue status of your specific submission.
