Thank you for contacting Microsoft Community. If I understand correctly, the zedex.gold user cannot sign in because the MFA was set up on the old phone, and the new phone cannot retrieve the MFA codes.
If that is the concern, sadly this is a case of tenant lock out. If you do not have any other admin user to help you revoke the MFA session and re-require MFA, you will need to raise a ticket to the Microsoft Azure support authentication team. or connect a support via:

However, in a case where you have another admin user that can still access the tenant/environment, you can guide such user to sign into the portal.azure.com.
navigate to the affected user ---> Click on Authentication method ---->click revoke session and click Require re-register authentication.
This will allow you re-register the user on the new authenticator.
