I understand that the Microsoft account creation process is blocked with an “unusual activity” message before you can finish signing up. This is usually an automated security restriction related to the browser, device, network, or repeated registration attempts.
Here are some suggestions you can try:
Stop making further sign-up attempts for at least 24 hours. Repeated attempts may continue triggering the restriction.
- Disable any VPN, proxy, ad blocker, or privacy extension. Clear the browser cache, make sure JavaScript is enabled, and then try again in a normal browser window, not Incognito or InPrivate mode. If possible, use another browser or device. These are the recommended steps in the official guide: Account creation has been blocked
- Try a different trusted connection, such as mobile data or another Wi-Fi network, then create the account directly from the Microsoft account sign-up page.
- As a workaround on Windows 11, you can also try Settings > Accounts > Other users > Add account, then select "I don’t have this person’s sign-in information" and create the account from there.
If it remains blocked after these steps, please post back and I can guide you on contacting Microsoft Support to check whether a server-side restriction is involved.
