how to solve the message "You're not eligible for an Azure free account" when creating an azure free account and the message "You're not eligible for an Azure account" when creating a pay-as-you-go account? I have checked the identity information entered and on my debit card, I have also tried logging in on different browsers and in an incognito tab but the results are always the same. I have also never registered using this debit card or email at all before in azure, can anyone help me solve this?
