Outlook 2019 On Premises Shows Archiving 2 Seconds, But Not Archiving

We have an interesting problem. I have a few users with this issue. So far it seems location based. Auto Archive stopped working (not sure when, maybe in the last 2 or 3 months) and when trying to manually archive it shows archiving on the bottom of Outlook for maybe 2 or 3 seconds and stops, but is not actually doing anything. I've searched and tried so many solutions, but they are not working. Here is the environment information for effected devices:

  • Only happening in one of our offices (as far as I know)
  • Dell Precision 3550 Laptops
  • Windows 10 most current build
  • Office Standard 2019 - en - us
  • "Archive" folder showing up in Inbox itself suddenly (not sure if relevant or not, but is happening to machines with archive still working in other locations)
  • Archive is on local machine; not Server based
  • Stock Dell Image with company programs installed on top of it
  • OWA Disabled

Archive Settings Manual:

  • Archive this folder and subfolders (Also tried Archive all folders according to their AutoArchive Settings Option)
  • Entire mailbox
  • Archive items older than (varies, but even tried day before and 2 days before, up to 6 months)
  • Include items with "Do not AutoArchive" checked enabled (tried disabled as well)
  • Archive file (See more further down)

Auto Archive Settings:

  • Run AutoArchive every 1 day
  • Prompt before AutoArchive runs - unchecked
  • Delete expired items (email folders only) - unchecked
  • Archive or delete old items - checked
  • Show archive folder in folder list - checked
  • Clean out items older than (varies, but even tried day before and 2 days before, up to 6 months)
  • Permanently delete old items - not selected

Here is what has been tried and has not worked thus far on every machine:

  • Start Outlook in Safe Mode
  • Disable/remove addons
  • Full online Office repair
  • Uninstall and reinstall Office
  • Make sure Windows Updates are current
  • Make sure Dell Updates are current
  • SFC Scan
  • DISM check and repair
  • Create registry key to ignore modified date
  • Create new Outlook Profile
  • Disconnect and move current archive file and set manual and auto to create a new file
  • PST/OST Scans
  • Tried archiving anything older than today or tomorrow to ensure the modified date didn't come into play; even with my registry edit

So far I have not come across location based issues, but that's the only consistency I've seen so far. Not everyone archives, but this has happened to at least 6 people that I know of. Any information would be greatly appreciated. I am not going to reinstall Windows, though, so please don't suggest it. I know there's something I'm missing, and maybe I'm thinking too hard about it, but everyone I know that I've talked to so far is stumped as well.
