I setup our Windows Server 2019 to be a VPN server per the link below.

Windows Server 2019 VPN Setup
Followed steps to install VPN via Server Manager.
Installed VPN and NAT features.
Routing And Access Dialog
Configured as L2TP with Preshared Key
Set a Static Address Pool of 11.
Windows 10 VPN Client

Configured the router for the Server end and Client end to have the ports needed:
L2TP: UDP 1701, UDP 500, GRE 47.
IPSEC: UDP 4500
PPTP: TCP 1723
Client Router's External Host has the Server's Public IP address entered.
When using L2TP VPN, no connection is made.
When using Auto VPN or PPTP, the VPN Client gets into the "Signing in" status really quick when I try to connect the VPN from the Network & Internet > VPN window.
In our Windows Server 2019, I can see this connection, but after a minute, it says can't connect to VPN. A connection to the remote computer could not be established, so the port used was closed.
Any help is very much appreciated.
