Had the same problem. After selecting Server Standard with Desktop Experience I was able to upgrade with Apps and Files
Windows Server 2016 upgrade to Sever 2022
Dear Support,
I am trying to upgrade Windows Server 2016 to Windows Server 2022 and wish to keep files, settings and apps.
This option is 'greyed out', leaving only 'Nothing' as the available option.
Please can you advise on how to overcome this problem?

Installed ist an Windows server 2016 Std (DE)- we bought Windows Server 2022 datacenter. Image ist mounted but when i run the setup i just can make a clean install - no possibility to update with keeping data, settings and apps....

2023-01-24T12:01:57.67+00:00 hi, im having the same issue. we buyed windows server 2022 std and we got the cd key stiker (no dvd) wich said we must download iso from eval center. when i try to upgrade 2016 with that iso i can't upgrade, just make a fresh install. Where can i download the full iso or how can i upgrade withou having to full install every server again?

I went through the installation process again, but did not allow any checking for installation updates, and it all installed without any further problems. Carried out the necessary operating system upgrades, and all appears to be functioning correctly.

Just one further question - the original Server 2016 had the facility to e-mail a 'Health Check' - has that been removed from Server 2022? I haven't been able to find it in my brief examination of the options.
