I have 360 user, but MS 365 Business litmit is 300,
I attend to create another tenant for 60 remaining.
How can 60 user can use same domain with 300 users ?

If you're buying licenses for Business Standard and Business Premium, according to the screenshot in the previous post, every plan is available 3,00 seats.

There is a clear description in the official documentation, you can mix plans in your organization.
The existing limit on the number of seats per plan will not change, it is 300 each.

You cannot use a domain in multiple tenants. In your scenario, simply purchase "enterprise" licenses for your users, the 300 limit does not apply to those. If for some reason you do have to use multiple tenants, you can add a subdomain instead, i.e. have domain.com in tenant A, and us.domain.com in tenant B.
There is the "domain sharing" functionality that's currently in preview, but that's intended for use with tenant-to-tenant migrations and an overkill for your scenario.
