Can I install an OEM Windows 8.1 on a different computer ?

I bought a Dell laptop years ago and it came pre-installed with Windows 8.1 . I no longer use Windows 8.1 on the laptop. Can I use the OEM CD to install on another computer, a HP laptop ?

    We've no clue what that is. You're asking in microsoft forums about Dell products, better to ask Dell directly for a legal interpretation.

    No, you could not. OEM software has no transferability of license rights.

    Assuming I can't install it, if I download the ISO at https://www.microsoft.com/en-au/software-download/windows8ISO , and then purchase this at https://softwareg.com.au/products/windows-8-1-professional-32-64-bit-product-key-digital-license?variant=32394840735788&currency=AUD , will that give me a fully working and 'legal' Windows 8.1 Pro ?

    The options are:

    Windows 8.1
    Windows 8.1 K
    Windows 8.1 KN
    Windows 8.1 N
    Windows 8.1 Single Language

    I'm not sure what they mean ?
