I have a requirement to Endpoint Protection Manager 2019. Is my understanding correct that Endpoint Configuration Manager 2019 needs to be installed first? Then after I would enable Endpoint Protection Manager?

Correct. SCEP and Endpoint Protection are part of the core product -- there are no additional downloads necessary.
What is the difference between technical preview and Current Build?
Technical preview is just that, kind of like a beta for non-production use testing and validation.
Current build is the production ready version.

I will give you some background. I have a client who has OS versions not supported with windows defender. The idea is to deploy Endpoint protection in their enviornment to protect those unsupported machines.
If i understand correctly, I would just have to deploy endpoint manager, then activate endpoint protection, Instead of installing the entire SCCM suite?

No. Microsoft Endpoint Manager (MEM) is a suite/collection of products and services and is not a specific product in and of itself.
Microsoft Endpoint Configuration Manager (ConfigMgr) is part of MEM and will manage Windows Defender as well as System Center Endpoint Protection (SCEP). SCEP is the predecessor to Defender and provides anti-virus and anti-malware capabilities on versions of Windows that do not include Defender.
Microsoft Intune can also manage Defender but can only manage Defender on Windows 10 (within the Windows family of OSes at least).
Based on what you've noted, you will need to install and configure ConfigMgr to manage all of the in-scope devices. You don't have to enable all functionality within ConfigMgr just to manage Defender though.

Agree with Jason, if we want to download SCCM now, we need to download it from the link Jason provided instead of download the System Center suite.
And some customers tried install SCCM from the System Center suite and failed with download 404 at "Prerequisite Downloads" section, for your reference:
