Windows 10 Right click on taskbar Icons dosen't work

Ok I have read up a lot of posts, but nothing seems to work. The problem....
On windows 10 systems such as my own build 20H2 (19042.985) and some of my clients, when you right click on an icon for example to unpin it or right click on File Manger that is open to open a second instance the menu does not pop up.

So I have tried running the power shell command Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} twice and that has not helped.

Someone suggested replacing the folders in the WinX folder group, nada no.

I also tried by creating a new user admin account on the system, NO.

I'm pretty much finding the same answers with no result and I don't think I am alone in this problem.

Would appreciate some ideas.

    All right folks have solved this problem. It's two fold in a sense.
    First off I found a link that led me to a registry change at this link...https://superuser.com/questions/951306/right-click-on-taskbars-icon-and-slabs-in-start-will-not-open-context-menu-on-w?rq=1
    There are two folders there that will fix the problem in most cases.
    secondarily and maybe combined is a program called "StarIsBack" that I use and many of my clients use. In my case removing the two GUID folders didn't solve he problem until I updated StartIsBack. So there is a tie but I have no idea what.

    so that's all I have for now and all of my clients are back to normal.

    Hello,

    Suggest you to run System File Checker scan:

    1. Search for 'command prompt' using Cortana or Windows Search.
    2. From results, right click on Command Prompt and select Run as administrator.
    3. Type sfc /scannow command and press Enter key.
    4. Let the command complete and then reboot the machine.

    If issue still persists, perform clean boot:

    1. Only the icons doesn't show menu ? How about Taskbar context menus like below?

    2. Does this happen to every icons pinned on taskbar?
      1. When did you start to see this problem? after update ?
      2. How about hold shift and right click on the icone?

    To answer both of you above, I will run SFC for the fun of it. I can bet the farm it will come out clean.
    I'll also run a clean boot but seriously doubt it will be a clue.

    I'll present those answers later today as I have client to tend to at the moment.

    As for the Context menus yes they work correctly on all of the systems this has happened on. So to be clear only Icons on the taskbar.

    So the right click on Start button is ok, move to the right and none of the icons respond to right click. move over to the far right and system tray icons do work.

    I'll update this ASAP. TY for your input.

    FYI came across this at MajorGeeks no Joy and a clean boot did not do it either.

    Advanced users can go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\ ImmersiveShell\Launcher
    and add a new DWORD named UseExperience with a Value_data of 0.
