Windows 10 Right click on taskbar Icons dosen't work

Ok I have read up a lot of posts, but nothing seems to work. The problem....
On windows 10 systems such as my own build 20H2 (19042.985) and some of my clients, when you right click on an icon for example to unpin it or right click on File Manger that is open to open a second instance the menu does not pop up.

So I have tried running the power shell command Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”} twice and that has not helped.

Someone suggested replacing the folders in the WinX folder group, nada no.

I also tried by creating a new user admin account on the system, NO.

I'm pretty much finding the same answers with no result and I don't think I am alone in this problem.

Would appreciate some ideas.

    All right folks have solved this problem. It's two fold in a sense.
    First off I found a link that led me to a registry change at this link...https://superuser.com/questions/951306/right-click-on-taskbars-icon-and-slabs-in-start-will-not-open-context-menu-on-w?rq=1
    There are two folders there that will fix the problem in most cases.
    secondarily and maybe combined is a program called "StarIsBack" that I use and many of my clients use. In my case removing the two GUID folders didn't solve he problem until I updated StartIsBack. So there is a tie but I have no idea what.

    so that's all I have for now and all of my clients are back to normal.

    Ok so far I was able to run SFC and it came up clean. I'll try for the fun of it a clean boot here shortly.

    To add since yesterday I came across four more Windows 10 systems that have this exact problem. :(

    Please report the findings while in safe mode (shift + restart):

    Some trial and error steps:

    Indicate:
    a) whether there is or is not a restore point that predates the problem > check status after a timely system restore
    Get-ComputerRestorePoint

    b) any installed non-Microsoft AV > check status after a temporary uninstallation
