I know the options which allow it for free and we do not own them so FSlogix is not possible

a little help with the following please.
We currently deploy windows 10 roaming profiles and folder redirection for version 1803, and are looking to move onto the latest version of Windows 10 and at the same time to come away from roaming profiles. We were thinking a mixture of UEV, folder redirection and local profiles which are removed on reboot as to not bloat the system but also for the fact no user stays on one PC they constantly roam.
Two issues with roaming profiles 1) always talked about them being old and possible something MS might remove at some point, 2) using roaming profiles on 1803 modern apps have never worked (this is the main issue i am to discuss)
On ANY version of windows 10 we have tested if user profiles (Cached) and removed at logoff/system startup the modern apps break on the second logon for a users with roaming/mandatory profiles.
IS there any method out there to support organizations of which their users are never at just one PC would like there settings to roam. But will always successfully launch modern apps?
It frustrating to think that a simple thing to want is being made impossible by Microsoft. Quick user logins, and all modern apps and settings to roam with users.
We are currently heading toward once again... either sticking with roaming profiles and folder redirection or having UEV with folder redirection but in both scenarios disabled the user of store apps and preinstalled store apps (which is what we do on 1803) we make the windows 7 calc available and enable in the registry photo viewer.
This options always feels like your defeated and going back a step but it is the only way we can give the users a nicer experience.
Having tried various solutions on the web which no-one ever fully resolves, reg changes, whether its permission changes on APPX properties clean up of profile sids, gpo settings to deploy apps in special profiles etc, none of this brings back the app successfully and or permeant.
Any advice would be much appreciated as so much time is being wasted just to get modern apps working.
What do people do on domains with multiple staff roaming? Do you disable modern apps yourselves? What profile and app settings methods do you use?
I have seen people mention fslogix but for us this is a none started due to it being an added cost

Thanks for your query. Based on your description, we also recommend you to use fslogix, which is available for anyone with an RDS CAL or SAL at no extra cost since March 2019.
