Cannot add new Azure VM to our Domain as DC

Trying to get rid of our on prem Win Server. We have a Azure VM running Win Server 2019. When trying to add the VM to the domain I get the error saying that "Encountered an error contacting domain DOMAINNAME. The server is not operational"
Not sure what the issue is.
Our on prem is a mess right now as too many IT guys have poked around in there.

Any help would be appreciated. Thank you.

    Do you try just to join the vm to the domain or you try to add the vm as a Domain Controller when the vm is in a workgroup?
