As per your description the issue is not consistent and it needs additional deeper investigation and in-order to do so I would recommend filing a support ticket.
But before going for Support route, I would like you to please review this thread where a similar issue has been reported related to Oracle connector using SHIR - [Integration Runtime Oracle database connection error ERROR 08S01
Where the issue is related to a recent bug with SHIR version >= 5.9.7900.1 <= 5.10.7949.4. And the product team has released a stable version of SHIR with fix for the oracle connection. Hence I would recommend you to please give a try upgrading your SHIR to the latest version - 5.11.7953.1 and see if that helps to resolve your issue.

In case if the issue still persists even after you upgrade your SHIR to latest version, then please file a support ticket and do share the SR# with us for tracking it internally.
