I will give some suggestions, you can follow them to have a check.
- Have you installed any other of Office product on the computer before?
If yes, we need to clean them completely first. - Then please make sure you are using the latest version of ODT.
- It's also recommended to check whether any the Office 365 URLs and IP address ranges are blocked.
Any antivirus protection software, please to temporarily quit it. - If nothing helps, I would like to suggest you go to My Account webpage > Office apps & devices > View apps & devices, and then select the Office and Visio to install for a test.
- If you still encounter the same issue, please check your network.
If conditions permit, you can change the internet connection and proxy.
