Outlook - Unable to open Room Calendar?

I created a new Room Calendar via M365 Admin yesterday. I assigned permissions to it. I and am able to open the calendar in Outlook via the Open Calendar -> Room List and it gets added to list on left. Other users can see it and attempt to add it but it is never shown. Those same users can go in via https://outlook.office.com/calendar/view/month and open it fine. This tells me it isn't a permission or directory issue. It seems to be an Outlook issue? There is no error it just doesn't work? I am not sure what to try?

    Hi @Brian Hoyt ,
    I have found this solution that about users open the shared calendar for Outlook 365.
    Moreover, I tested the first method that called “Enable for a single user” and successfully added the room calendar for the user in the outlook client.
    It is suggested that you could refer to the second method to enable for all users with group policy.
