azure hdinsight There are not enough cores available

I want to create HDInsight in my pay as you go subscription, but I get error: There are not enough cores available to support the selected number of nodes.
I checked in my subscription usage and quotas for computing and usage is for every processor zero. Actually, I don't have any services now.
How can I run out of vCPUs when I don't use any? And how to fix this error. Thanks.

    Hello @AleVentus-8124,

    Thanks for the question and using MS Q&A platform.

    You need more cores to created HDInsight clusters (Head Node needs at least 4coreX2 nodes, Zookeeper node 2coresX3nodes and worker node 8coresX1-N nodes) .

    You will experience this error message There are not enough cores available to support the selected number of nodes. when you don't have enough cores available in the region.
    While creating the HDInsight cluster you can checkout the core usage per region and if you need more core you can open an HDInsight quota increase support case which is FREE of cost.
