Office365 Sharepoint Phone Address Book for users either with O365 license or not (only in domain)

Dears

We have a MS Tenant with O365 Basic licenses (only Teams and basic services).
We obviously have a default sharepoint site, not used.

I'd like to develop it by creating an online Address Book (and some other contents) for both users with|without an O365 license.
I'll try to explain it better.
My goal would be to let both users with|without an O365 license access the sharepoint by exploiting the Microsoft Active Directory login (SSO).
Is it possible? Can you give me some advices?

    Thank you for your post in our forum.

    According to the description, users in your domain can get access through external sharing regardless of whether they have a license or not.
    If users are not in your domain, you can add them to guest users in M365 admin center. Then the external sharing might available.

    Hello there,

    This cannot be achieved by Microsoft Active Directory login (SSO), Using SSO means a user doesn't have to sign in to every application they use. With SSO, users can access all needed applications without being required to authenticate using different credentials.

    Internal users without licenses will be able to see content to which they have permission, but will not be able to make any changes.
    External users will be able to do whatever they have been given permission to do. You don't need to assign licenses to external users, see https://learn.microsoft.com/en-us/sharepoint/external-sharing-overview

    You can also use external sharing to share between licensed users on multiple Microsoft 365 subscriptions if your organization has more than one subscription. External sharing in SharePoint is part of a secure collaboration with Microsoft 365.
