How unique can it be?

Filling out a web form this morning I came upon this field:

"In lieu of a signature, we require a unique identifier.  What is the first letter of the city in which you were born?"

  Believe it or not it might not be so bad if different languages are taken into account.  Some smart guys are OK to be born in cities like 123 or #$%
