How to cleanly remove and reinstall IIS on desktop and server

IIS is heavily dependent on Windows Process Activation Service (WAS). WAS manages processes, configuration and many more aspect of the IIS webserver. Uninstalling IIS Webserver Role alone will not be enough. We need to remove WAS and all of its dependents first.
