android.app.admin.DeviceAdminReceiver#onChoosePrivateKeyAlias or
android.app.admin.DelegatedAdminReceiver#onChoosePrivateKeyAlias to identify that
the requesting app is not granted access to any key, and nor will the user be able to grant
access manually.
