I have 18 machinesin resource group
and I want only 15 machines only to select during dynamic scope. I dont want below highlighted machines to be listed out while creating dynamic scope during the process creating maintenance configuration. Please suggest how to exclude those machine?

Does below highlighted tag represent resource group tag or virtual machine tag? which one it is ?

Create tag with value for those 15 machines. In your dynamic scope configure the filter on tag and value. The tag filter expects the tag to be on the machines not the resource groups.

but what happens if we create tag for 3 machines which we want to exclude? can not we proceed in that way because those 3 machines are cluster nodes
No,
It is filter by so you have to specify the tag and value that the included machines should have. You can have the same tag on all machines and the value be different between those 3 and the other 15 and filter on the specific value for the those 15.
OK, , can we achieve those tags from terraform also?
If yes where we would put those tags in the above resource format file mentioned in above document? and can you provide me screenshot where in case if we do it through terraform?
Yes, but dynamic scopes is actually this resource configurationAssignments resource. When it is deployed at subscription scope it is dynamic assignment. You have to provider resourceId property with the subscription ID where it is deployed, maintenanceConfigurationId property with the resource ID of the maintenance configuration and filter that can contain the different filters you see in the UI. Keep in mind that this is a new question that usually should be logged as new one as the initial was already answered.
