Send SMS to users from different regions and countries

We are going to use Azure Communication Services to send SMS to users from different regions and countries.

Is it necessary to use several phone numbers in our case?

If we decide to use, for example, US phone number to send sms, can we be sure that users with phone numbers from others countries (European countries, Australia, Japan and so on) receive sms?

    If you are planning to purchase the toll-free number in US and you are allowed to send or
    receive SMS from the below highlighted supported regions. Also, note that all the pricing will be applicable based on the destination region/country for which you are sending the sms.
