If you have assigned apps and policies to devices, then they will apply during the device setup phase. This is applicable to store apps as well. If you want them to install during user setup phase, then I’ll suggest to assign apps to users instead.
Autopilot User setup phase gets unwanted apps
So, I have all Win32 apps targeted to All Devices and they are listed in ESP Application list. They install fine during Device Setup Phase.
My User Setup Phase gets stuck and I noticed that MS Store apps are pushed already even the Autopilot ESP is not complete. MS Store Apps are not listed in ESP apps listing, so they should arrive on desktop only after Autopilot ESP completes. I feel this does not behave as it should be. MS store apps are also applied to All Devices.
I don't want to skip User Setup Phase with OMA URI, because I have one special app which should execute in User Phase. The main question is, why MS Store Apps started pushing during ESP, they should not?
