Bing custom search API not finding super boosted site

I am working with the Bing custom search API, and I am having an issue with finding one of the site that have been super boosted, mainly it will not show up regardless of what search I execute.
Upon further investigation, I found that HTTP based site hosted by this organization are found, however, HTTPS based sites are not. I've also investigated searching this site using standard Bing and the HTTPS based site is found. Also, experimenting with other sites and queries, this problem does not appear to be affecting any other site.
Is there anything that can be done on our end, or on the site's organizations end? This organization is a major contributor, and ignoring it is not an option for us.

Since you have mentioned that the standard bing i.e bing website is able to search the index is available in public but on your custom instance. Is this website part of active entries on your custom search page and could you review the ranking to bring it to top if already added and publish the same?

2021-05-26T17:07:43.58+00:00 It is part of the active entries and it's ranking is set to super boosted. Presently, it is the only site that is boosted. I did try dropping it down and then setting it back again, but to no avail. I've also tried deleting it and replacing it. The one thing that does work, if I use the pin feature, it will find the site for the specified query. Don't know if that helps.
