Developer Subscription: Unable to use phone issue

I am attempting to subscribe to an Developer tenant (https://developer.microsoft.com/), but when I am prompted to enter my phone number to get an SMS text, it gives me this error:

"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: 24293d63-b93d-44c1-b2c1-83978132fb5d"

The phone number is valid and works just fine with other products and services that require SMS/MFA texts.

What is the issue?

I have observed that it is not working specifically with Indian phone numbers. I tried with an European number and it works. So this seems like a problem on Microsoft's side.

Now Microsoft is saying this:

We can't continue with the signup process for the following reasons:
Your phone number did not pass security checks.
Your phone cannot receive an SMS code.
MS-CorrelationID: e3627d2e-e876-497d-8183-6331befc5a44
Code: 40321

Anyone know the fix?

Two weeks ago I was trying to subscribe from Brazil and I got the same SMS problem, so I supplied a Portugal Friend Phone Number and then I received the SMS.

I have the same problem. I've now tried three different numbers, all give the same error. They are all valid mobile carrier accounts. I'm also 100% sure one of the numbers I tried has never been associated with any Microsoft account before.

also not working with Australian numbers, have tried 2 numbers, 4 computers and 3 browsers, all security updates installed and cache cleared in every case definitely not an issue at user end

Hi all, i found a solution. it involves entering the country code. you need to press enter after selecting the country code. Try and give feedback!

Ok it is solve for me now, If you have already open a dev subscription in a past you can not open a new with the same phone number.

Same issue. Is there something wrong with the site. I've tried multiple browsers. I've tried InPrivate, Incognito. Also tried a different phone number. Nothing works.

May be may be not, they might be having an maintainance, previously when I joined for E5 developer there was a error saying 'we're experiencing high volume requests' for around 2-3 days and then after that it was up and running. I think they have the same issue know.

From the previous answers, that doesn't seems specific to Indian numbers but some users in the US are also facing the same issue.

Let's hope and wait for Microsoft to fix this issue.
