I had been trying multiple times with 3 of my numbers and suddenly to my surprise one of the numbers got accepted and the box to enter the code appeared. I even received the code but by the time I could type it the box just disappeared and I was again left with the same error. I have no I idea whether it's a sever error or Microsoft is doing it intentionally.
Developer Subscription: Unable to use phone issue
I am attempting to subscribe to an Developer tenant (https://developer.microsoft.com/), but when I am prompted to enter my phone number to get an SMS text, it gives me this error:
"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: 24293d63-b93d-44c1-b2c1-83978132fb5d"
The phone number is valid and works just fine with other products and services that require SMS/MFA texts.
What is the issue?

2022-09-11T05:19:50.223+00:00 I'm in the US and have a valid cell phone number and I am getting the same error message. My phone number was acceptable for Microsoft to send a text to for me to login, but now for the developer program it is all of a sudden not a valid cell phone number? I'm a bit confused and in reading the comments, I am by far not the only one struggling with this issue.

2022-09-13T16:09:37.94+00:00 As someone mentioned before apparently it DOES work if you use a number that you never associated with an outlook account before. I used my wife's number and it went through.
