Cannot create Microsoft 365 Developer Program sandbox — profile stuck

I cannot create a Microsoft 365 Developer Program sandbox.

My profile shows “Phone Verified” and all fields are complete, but the dashboard always shows a banner saying I don’t qualify f

No correlation ID is shown because the error appears as a banner without triggering a backend request.

I cant access Power BI and admin.microsoft.com as I signed with a personal account, which confirms no sandbox tenant was ever created.

I believe my Developer Program profile is stuck in a blocked or corrupted eligibility state. Please reset my Microsoft 365 Developer Program eligibility and profile state.

The Microsoft 365 Developer Program eligibility and profile state cannot be reset directly from the dashboard. The behavior described (banner stating no qualification, no tenant created, personal account sign-in) indicates that the account currently does not meet the eligibility criteria enforced on the backend.

Key points from the program behavior and documentation:

    1. Only certain account types and memberships qualify
      • Eligible members include Visual Studio Enterprise/Professional subscribers, ISV Success Program or Microsoft AI Cloud Partner Program participants, and Premier or Unified Support customers.
      • The program requires a qualifying subscription or program membership; otherwise, a sandbox subscription is not granted.
      • Phone numbers and email accounts with the *.onmicrosoft.com domain, or sign-in by phone number alone, are not supported for sign-up.
    2. Only one Developer Program account per phone number
      • If the phone number is already associated with another Microsoft 365 Developer Program account, a new account cannot be created until the old profile is deleted.
      • To delete an existing Developer Program account, sign in to the dashboard and choose Delete Profile. After deletion, a new subscription can only be obtained if the previous subscription had existed for more than 60 days.
    3. Personal Microsoft accounts are allowed, but do not override eligibility rules
      • A personal Microsoft account can be used to sign up, but it must still pass the eligibility checks. If the banner states that the account does not qualify, the backend eligibility check is failing, and no sandbox tenant is created.
    4. When eligibility is delayed or appears “stuck”
      • Similar cases have been resolved only after backend systems synchronized eligibility or support intervened. In those cases, users had to wait several days after their qualifying benefit was active before eligibility appeared on the Developer Program dashboard.

    Recommended actions:

    1. Confirm eligibility source
      • Verify that the account used to sign in to the Microsoft 365 Developer Program is the same account that holds the qualifying benefit (for example, Visual Studio subscription or partner/ISV benefit) referenced in the eligibility rules.
    2. Ensure only one Developer Program profile per phone number
      • If there might be an older Developer Program profile using the same phone number, sign in to that profile and use Delete Profile as documented, then try again with the intended account once the prior subscription meets the 60‑day condition.
    3. If the account is definitely eligible but still shows “You don’t qualify”
      • This matches previously reported cases where eligibility appeared only after backend synchronization or support action. In such cases, the resolution came from Microsoft support rather than any client-side change.
      • Open a support request through the channel associated with the qualifying benefit (for example, Visual Studio subscription support, partner support, or Premier/Unified support) and provide:
        • The account used for the Developer Program sign-in
        • Confirmation of the qualifying subscription or program membership
        • A description of the banner message and that no sandbox tenant exists
    4. If no qualifying benefit exists
      • Use the alternative option described for development and testing: create a free Microsoft Entra tenant with an Azure free account and, if needed, activate a trial of Microsoft Entra ID P1 or P2 for testing.

A direct “reset” of Developer Program eligibility from the client side is not supported; resolution depends on either meeting the eligibility requirements or having support correct any backend eligibility mismatch.
