May I know which mobile device you are experiencing this issue on, including the OS version? Also, could you share your Microsoft license information (for example, Teams Premium, Microsoft 365 E3, or Business Standard)?
Based on my research, Microsoft has an official article that describes how comments work in Loop: Send a Loop component in Microsoft Teams chats
On your mobile device, please try typing a single slash (/) or double slash (//). If this opens the command menu, swipe down to dismiss it and then check whether the Comment option appears on the Loop page.
I tested this on my iPhone 15 running iOS 26.5, and commenting worked as expected.
For the web version, if this does not make the comment section appear, please try pressing Ctrl + Alt + M. Alternatively, click the six-dot handle that appears to the left of a line to open the context menu, where the Comment option should be available.
However, during my testing, I noticed that I cannot add comments to the title section in either the web app or the mobile app. If the area you are referring to is the title section, could you please verify that this is the specific location where you're trying to add the comment?
