Unable to assign rentention tags to folders

I'm trying to assign a retention policy to a folder in a shared mailbox. I've added a Personal retention tag to the policy, but Outlook does not allow me to assign the tag to the folder; the option is greyed out when I add it to the ribbon. Do I need to enable this somewhere?

    You can't assign personal tags to default folders if that is what is being attempted. You can only assign those to items and user created folders.

    when was the policy created? Does it work if you run:

    Start-ManagedFolderAssistant -Identity <user>  
    

    against the mailbox?

    has it ever worked?
