I am a student of Asia Pacific University.
I cant search my download file and it shown "We are sorry, but we are unable to validate your access to benefits. (Message Code: 828-000010). Please contact your school administrator."

@CHYE ZEE CHING Verify your access with your school administrator. If confirmed you have been provided appropriate access then the best as mentioned by @Sumarigo-MSFT, you would need to contact support.

I also had sent the issue to Microsoft Support yesterday. They had contacted me today to solve my problem but it doesn't work and they also didn't how to solve my problem.

Actually, I need to download Microsoft Visio from Azure to get the product key.
Today, the Support team had created a meeting with me and I had accepted to share my availability for a remote session to help me to access my subscription.
He had guided me step by step to get the resource, but he also fails to help me, then he creates a ticket to Microsoft Office, he thought that a problem with Microsoft Office.
After that, Microsoft Office contacted me and had a result that is the problem with Azure.
Finally, I don't know how can I do now.

@CHYE ZEE CHING Based on the error message there is a similar thread discussion in MSDN forum, please refer to the suggestion and also Check with your school administration.
