You can try to download and run this troubleshooter tool. Select "Uninstalling", check the list that the troubleshooter provides.
If the troubleshooter tool lists the previous version of Microsoft C and C++ (MSVC) runtime libraries, such as "Microsoft Visual C++ xxxx X64 Minimum Runtime – xx.xx.xxxxx", "Microsoft Visual C++ xxxx X64 Additional Runtime – xx.xx.xxxxx" and "Microsoft Visual C++ xxxx X64 Debug Runtime – xx.xx.xxxxx", try to select it and uninstall it.
Besides, have you tried to check the Control Panel? Can you confirm that the previous version of the Visual C++ Redistributable package wasn’t installed?
BTW, were you trying to install Visual Studio 2019, or trying to install Visual C++ Redistributable package?
