I have uninstalled the 2013 2015 2012 and other versions
Do you mean VS 2013, 2015, 2012, or Visual C++ Minimum Runtime 2013, 2015 2012?
If you mean Visual C++ Minimum Runtime, then did you use this troubleshooter tool and uninstall following:
Microsoft Visual C++ XXXX Xxx Additional Runtime - xx.xx.xxxxx
Microsoft Visual C++ XXXX Xxx Debug Runtime - xx.xx.xxxxx
Microsoft Visual C++ XXXX Xxx Minimum Runtime - xx.xx.xxxxx
Did you also try to manually download and install the Visual C++ Redistributable package from here: Latest Microsoft Visual C++ Redistributable Version?
Verify that you have the access to this location and try again.
Since error message mentioned the permission, I would suggest you also check the directory(folder) and make sure that you have enough permissions.
For example, you can run the setup.exe file as administrator to see if this error disappears.
You can also try to navigate to that specific location, right-click that folder, click Properties, switch to Security tab, click Edit, choose the user and make sure that the corresponding permissions have been assigned.
If there are multiple accounts on your machine, try to sign in and use the one has administrative permissions.
If your machine is managed by your administrator or IT, try to communicate with them and make sure that there’s no limitation(security management software, group policy, antivirus…) on installing VS.
