    Dear Glenn,

    Welcome to the forum here.

Based on the article, the error message always pops up if SharePoint 2013 Workflows are in a suspended state for the current SharePoint site because one or more workflows have exceeded some limits. You may remove the current SharePoint site's suspension by removing SharePoint 2013 Workflows that have exceeded their limits manually to see the outcome in your environment.

If the issue isn't resolved after removing the workflows, you may contact the administrator in your company if you aren't the administrator and let him follow the steps mentioned in the following article to open a support request to our related team to fix the issue in your environment. Meanwhile, as SharePoint workflow 2013 will follow a similar retirement path in the future, I suggest you use Power Automate to create your workflows now as well to get rid of any data loss.
