    Hi Li Jie,

Thank you for posting to Microsoft Q&A Forum.

Since you have turned off Automatic Replies, deleted mailbox rules in both Outlook client and OWA, and confirmed settings are cleared, but the issue still persists, this suggests the problem is happening at the server-side (Exchange/Power Automate backend) rather than in your client.

Here are next-level troubleshooting steps you can try:

    1. Verify Power Automate Flows (Deleted but Still Running)

    • Go to Power Automate Portal.
    • Check My Flows (make sure nothing is in Enabled status.)
    • Also check Deleted Flows (Recycle Bin) > Permanently delete any old auto-reply flows.
    • Sometimes a flow can still run in the background even if it looks deleted.

    2. Check Hidden Rules in Mailbox (Server-Side)

Sometimes rules exist on the Exchange Server that do not show up in Outlook or OWA.

Use Outlook Desktop with /cleanrules switch:

    1. Close Outlook.
    2. Press Win + R, type: outlook.exe /cleanrules

    3. Confirm No Delegate or Shared Mailbox Settings

If someone else has delegate access or if this mailbox is part of a shared mailbox, autoreplies could be coming from there.

    • Check Account Settings > Delegate Access.
    • Remove any unnecessary delegates.
    • If it’s a shared mailbox, check its rules separately in OWA.

    4. Microsoft Support Escalation

If none of the above works, the issue may be caused by a stuck hidden rule or background auto-reply agent on Microsoft’s servers.

    Ask them to:

    • Run a Mailbox Rule Diagnostic.
    • Clear all hidden Inbox Rules and auto-reply to agents.

Since you have already done the basics, I recommend starting with Step 1 (check Power Automate deleted flows) and Step 2 (/cleanrules reset).
