I’m sorry to hear about the issue you're experiencing with the Microsoft Authenticator app. Based on your description, it sounds like you're stuck in a "Number Matching Loop," where the system keeps asking for a code from the very app you're trying to set up. This issue often occurs when the app loses its session or after a reinstall.

Since you haven’t specified your account type, I may not be able to provide an exact solution. However, assuming you're using a Work/Business account managed by an organization, you may consider the following steps:
1.Use the 6-Digit Code
Even if you aren't "logged in" for push notifications, the Authenticator app usually still generates a rotating 6-digit code in the background if the account was previously added.
- On the login screen where it asks for the number, click the link that says "I can't use my Microsoft Authenticator app right now" or "Sign in another way."
- Look for the option "Use a verification code from my mobile app."
- Now, open the Authenticator app on your phone. Even if it looks like you aren't logged in, tap on your account name. You should see a 6-digit code that changes every 30 seconds.
- Enter that code on your login screen.
2.Use an Alternate Method (SMS or Email)
If the 6-digit code method doesn't work, you need to use a different security factor to prove it's you.
- Click "Sign in another way" again.
- Select "Text" or "Call" to your phone number, or "Email" to your backup address.
- Once you receive that code and log in, you will be able to reach the Authenticator app's main screen and re-enable the push notifications/phone sign-in properly.
3.Contact your IT Admin
If the above steps don’t resolve the issue, the quickest way to fix this is to contact your school or company’s IT Help Desk. Let them know you’re stuck in a "number-matching loop" and need your MFA methods reset. They can:
- Reset your password.
- Disable or reset your Multi-Factor Authentication (MFA) settings for your account in the Microsoft 365 admin center or Azure Active Directory (now Microsoft Entra ID). This would allow you to log in with just your password and set up MFA again.
