- Outlook.com can only recover emails that still exist in system retention locations (such as Deleted Items or the recoverable items list).
- Even if emails were deleted by a hacker, they can sometimes still be restored using the “Recover deleted items” option.
- However, if the messages are no longer in those locations, they are permanently removed and cannot be restored.

Since you mentioned the account was hacked, please secure your account first to prevent further loss:
- Run a full malware/virus scan on your device
- Go to: https://account.microsoft.com/security > Manage how I sign in
- Remove any unfamiliar sign‑in methods
- Check the list of devices associated with your account
- If you notice anything unusual, change to a strong password and Sign out everywhere
