Managing personal Outlook.com account settings, security, and privacy
Hello @Anonymous One
Currently, Iam not aware of any publicly available Microsoft article stating that Microsoft maintains and publishes a “minute entry,” “journal entry,” or similar internal record documenting each individual determination to change its service terms, practices, or policies.
Microsoft typically communicates changes through publicly available resources such as Service Agreements, Privacy Statements, product documentation, release notes, and official announcements.
Regarding reports of unauthorized sign-in attempts, Microsoft provides information through account security features, security activity logs.
For your reference:
- Changes to service terms and policies are typically communicated through Microsoft Services Agreement update summaries: Services Agreement
- Microsoft explains how account sign-in activity, unusual activity, and unauthorized sign-in attempts are surfaced to users through the Recent Activity page: Check the recent sign in activity for your Microsoft account
