Is there something like a minute entry or journal entry in which Microsoft records the details of each instance of its making a determination to change its service terms, practices, or policies for the "Best Experience for Microsoft Users" in the context of its reporting unauthorized attempts to log into a user's account?

    Currently, Iam not aware of any publicly available Microsoft article stating that Microsoft maintains and publishes a “minute entry,” “journal entry,” or similar internal record documenting each individual determination to change its service terms, practices, or policies.

    Microsoft typically communicates changes through publicly available resources such as Service Agreements, Privacy Statements, product documentation, release notes, and official announcements.

    Regarding reports of unauthorized sign-in attempts, Microsoft provides information through account security features, security activity logs.
