Using Classic Outlook on Windows for personal email, calendar, and contact management

I understand that you were told your IP address was blacklisted after several unsuccessful password-change attempts. However, it is not yet clear whether the Microsoft account is temporarily locked, Comcast/Xfinity has blocked the connection, or an email-sending IP has been listed.

Could you provide the following details?
- The exact message or code shown, with personal information hidden.
- Whether the issue occurs when signing in through a web browser, or only in Outlook 2013.
- Whether the affected address is an Outlook.com/Hotmail account or a Comcast/Xfinity address added to Outlook.
If the message says that the password was entered too many times, use the Microsoft account Sign-in Helper. This is different from a sender-IP block, which normally appears in a returned email with a code such as 550 5.7.x.
Please share the redacted message so the correct support path can be identified.
