Hi,
The directory object quota limit for the Tenant has been exceeded. Please ask your administrator to increase the quota limit or delete objects to reduce the used quota.

I am getting this error for creating user

Thanks for reaching out.

I understand you are getting quota limit for the tenant while creating the user using Graph API.

There is no limit on number of users creation nor any limit on number of resources in B2C.
However, there is a limit of 200/sec on Maximum requests per Azure AD B2C tenant due to which you might be getting the error.

also,

I have one parent AD with 3 b2c tenants - so for 3 b2c tenants is it 200 + 200 + 200 or for one parent AD it is 200/sec ?

Azure AD has different limitations than Azure AD B2C.
This 200/sec limit is on one B2C tenant.

How many users you are creating with /users Post in one request?

This error ideally shouldn't not come in Azure AD B2C. I am checking on this.

I am not able to repro the issue. I checked this internally in team and as mentioned this error should not come as there is no limit on no. of users in B2C.
As mentioned in another post, we need to ask the support team to check this from backend.
