Creates the EmptyDataTemplate template in the ListView control.

The CreateEmptyDataItem method is a helper method that is called by the ListView control to create the EmptyDataTemplate template. The empty data template is displayed when the data source returns no records.

This method is primarily used by control developers to extend the ListView control.
