Gets or sets a value indicating whether the ToolTip is drawn by the operating system or by code that you provide.

Examples
The following code example demonstrates how to owner draw the ToolTip. The example creates a ToolTip and associates it to three Button controls located on the Form. The example sets the OwnerDraw property to true
and handles the Draw event. In the Draw event handler, the ToolTip is custom drawn differently depending upon what button the ToolTip is being displayed for as indicated by the DrawToolTipEventArgs.AssociatedControl property.

Remarks
Usually, a ToolTip is drawn by the operating system, but to customize the appearance of the ToolTip you can set the OwnerDraw property to true
and handle the Draw event.
The IsBalloon property takes precedence over the OwnerDraw property. If both are set to true
, the ToolTip will be displayed using a balloon window rather than an owner drawn window.
