Office 2019 can't install on Windows 11 Pro

When I use ODT to install Office 2019 on Windows 11 Pro, it show I run on windows 10 s mode. But Windows 11 Pro is not have S mode. I download last version of office 2019 64 bit, it also can't install.

    What version of Office 2019 did you install?

    I suggest you download the latest version of ODT from this link:

    https://www.microsoft.com/en-us/download/details.aspx?id=49117

    Then modify the configure file:

    <Configuration>
    <OfficeClientEdition="64" Channel="PerpetualVL2019">
    <Product ID="XXXX">
    <Language ID="en-us" />
    </Add>
    <RemoveMSI />
    <Display Level="None" AcceptEULA="TRUE" />
    </Configuration>
