Not able to become Microsoft parner

Question

I need to be verified publisher for my app. For that I need Associate a Partner Center MPN ID.

When I am trying to become partner and with global administrator account, I get this error message

   { "message": "The supplied role does not have the rights to perform the requested operation." }  

Can anybody tell me how can I get rid of this or if there is another way to get MPN ID ?

I have a similar error when trying to input my companies information and agree to the terms and conditions. I tried to open a ticket with Microsoft but they seem to have ghosted me. They said I opened the ticket with the wrong department, passed me off to a different one, and it has been radio silence ever since.

This effort to become a microsoft partner has gone on for almost a year now. Despite attempts to follow up.

I am going to try to open a new ticket.

If anyone has any guidance I would be eternally grateful, I am fumbling about in the dark.

I am the GA for my company, and the role is assigned to my admin account.
