How to build SPO folder structure when 2 departments maintaing data in one common folder(Nested Folder)

Hi Team
we are Migrating File Share data to SPO Using SG. While doing initial analysis, We came across a situation like .....there are 2 departments (eg : HR and IT) in one of the folder they are maintaining common data and that folder is residing in HR department.

Common Folder is Nested Folder (10 The level Sub Folder ) in Source

Could any one please suggest me best approach to build SPO folder structure to migrate the data

    What do you mean by SG? Is it a third-party tool?
    If you use a third-party tool to migrate SharePoint, it is recommended to go to the official website of the third-party tool for consultation.

    SG-Stargate tool

    This is no dependency with tool here i just mentioned scope of the project.

    Intent is to .....In Onprem File Share Server there are 2 departments (eg : HR and IT) in one of the folder they are maintaining common data and that folder is residing in HR department.
