I have so many questions regarding your setup. But first addressing the issue involving failed apps. Is it the same app failing on all devices or is it random? Is the detection rule correct? Does it auto correct on next check-in?
Intune Application - App installed but showing failed

Not a huge issue - I am just trying to understand what is happening, but I have apps that show failures, but are actually installed.
Looking at the picture, you see the app shows installed for STI690 for user a... (the assigned user) and for user o... (HelpDesk engineer who ran the autopilot) The STI690 entry with no user shows failed and The application was not detected after installation.
Why is this showing like this and is there an easy way to correct it?
Some back info:
The device was autopiloted by a helpdesk user into a Hybrid AD environment.
We do not have pre-provisioning working at this time (but hopefully will soon)
device gets autopiloted, we rename the device at first logon, then reboot, then get prompted for a user name where help desk engineer enters his name and then the rest of the apps install. (We are probably going to just autopilot, log in the first time, change name, and reboot. Then ship laptop to end user who can log in and autopilot can finish after they enter their creds)

1,Please check your detection method.
2,Open the device in Endpoint Manager, then go to Managed Apps. Select the failed app, and you can expand the reason Intune says it failed. What is the status of last check-in? Refer to:
